Willa discusses “Contract for Excellence”
In 2006, the Alliance for Quality Education was working hard to convince New York State of the importance of the Campaign for Fiscal Equity lawsuit. The courts had ruled that “a sound basic education” meant graduation from high school, and that equitable funding to schools was a responsibility of the state. Such a funding formula became law with the 2006 NY State budget, along with a Maintenance of (local) Effort requirement, and a requirement that local districts receiving new money from the state spend that new funding in accordance with new “Contract for Excellence” (C4E) guidelines.
